Transfer of gas connection from my father name to my Name(he is alive)

In the case of death of gas connection holder in family, and want to change the connection holder name, the subsidy shall remain same or not. As he don't have any other gas connection.

My father have a gas connection of HPCL & he is alive. He want to transfer his gas connection in my name as my mother had expired last year. I want to know:
1) The procedure as per new guide line issued by the Govt. of India recently.
2) Whether i will get subsidized cylinder after transfer ( As our dealer has refused as he has not received any instruction in this matter)
