Twin sisters having same name (accidently) want to apply for the passport.

Here is an interesting case study for all the people who have the knowledge of passport application.There are two sisters who are twins but they are non-identical twins.And their names are quite similar (e.g Sweta and Shweta). Due to some circumstances, they have education gap of 2years. So Shweta firstly appeared in her board exams, But unfortunately in her board exams (10th class) Shweta's name was renamed as Sweta. At that point of time nobody cared about the names change in the document can cause a big problem in log run. When they grew up and time demanded, Shweta applied for the passport on the name of Sweta (as according to all her documents she was known as Sweta). A new passport was issued to Shweta (name on passport is Sweta). But when original Sweta applied for the passport her passport got rejected, As in passport office database a passport with the name of Sweta had already been issued (having same DOB, surname,father's name, Address). Only the photograph is different. But that is not sufficient to get the passport. So somebody advised to wait for Shweta(who already had a passport on Swetas name) to get married. And then Shweta will get her passport reissued with her husband's surname.
Finally one fine day Shweta got married. Now due to some office work Sweta got the opportunity to fly abroad, but she had no passport.
Now the question is :
If Shweta (who has a passport on the name of Sweta ) applies for the re-issuance of the passport with her hubby's surname will Sweta be able to apply for the passport?
If not, will Sweta has to change her name (using formal process like publishing it in daily news paper) and then applies for the new passport. will she get it?
If yes, then could that be the case that Shweta's passport (having passport on the name of Sweta) will be cancelled as the basic details like (original name father's name, DOB, original surname ) will remain unchanged.
This is the real life scenario and really facing trouble to get our passport. If any of you know the solution of this problem then please let us know.
