Procedure for cancel my kid's previous passport application

Hi,
I have applied for my kid's passport in Jan'16 at Vishakapatnam and it was not issued because of few reasons.
After that i came to Bangalore and here i applied on yesterday (7/5/16) they said every thing ok.But your previous application was not yet closed.
So,first you goto RPO,Bng and request them to close old application.After that application closed it will be processed immediately.
My doubt is to give a request letter to close old passport application also my son (1 and 1/2 years) is required?
Am i need to go with my kid or may i submit?

It is actually illegal to apply for new passport if old application is still open. Generally they close application after certain period of dormancy / inaction .

Regarding closure, you can simply write application and submit in person or can send registered mail also. I don't think you will need your kid along with you as you are applying as his guardian / parent. However, I still suggest that contact PSK helpline ie. 1800-258-1800 (Toll Free).
