EDUCATION in UP and BIHAR- What is lacking ?

UP and BIHAR both are famous in india.
for
corruption.
politics.
education.
etc.

but here i am going to discuss only education level in UP and BIHAR.
.....
the syllabus for the state board exam in UP is the largest in ASIA.
and so students are getting 80 to 90% marks?
how?
but still we are saying UP students are not good in study?
the LACKING point in UP and BIHAR is the medium of the study.
UP and BIHAR board generally follow hindi medium.


so there is lot to discuss about this topic.
please share your idea wether it is bad or good all ideas are welcomed here.
