Closure of passport application - received letter from RPO to report urgent

i have applied for passport but due to address is wrong it was on hold for 1 year, now i received a letter from RPO to report within 15 days, what is the process now to close my application and apply again, will they charge fine. how much fine they will charge?

You should visit RPO and also bring a hand written application to close this application. Later you can make another application once its closed.
