Power Situation In India

Why is it that we can not give power to all who ask in India. What is the snag? We have the know how. There are international agencies to provide funds. There are people who have bee waiting to use and pay. Why power cut. Give power and charge them. Why should there be power cuts in any situation. At the worst, let the consumer pay high rates at specified hours. At least those who pay high amounts through operating private generators will be willing to use. And if nobody uses during those special hours, we are saving energy. I do not know why it is so hard for say UP government to manage energy situation. Finally is there any body serious about it in the administration?
