Cancellation of passport application online and get refund

I had submitted passport application online and received appointment too. While I went for submission to passport seva kendra, they said you have filled fresh but it should be re-issue. Now you have to fill up new application and your old one will be automatically cancelled. you can not have any refund for old application. While I checked FAQ they says it is refundable. What is the correct way to cancell old application and get refund?
Should there not be any system to correct fresh application to re-issue mode?

But why they asked you to reissue your passport, what is the reason they want you to cancel first submission ?

Hi, Thanx for reply. They says for renewal you have to submit re-issue of passport and not submit in fresh mode

Oh, so you were looking for renewal, then you made a mistake, also I remember that its not refundable. You need to apply for re-issue of passport. Can you share link here where it is said that it is refundable ?
