Made payment twice for passport appointment - need refund

I made wrongly twice payment for passport appointment.

1st i made payment through online but i didn't get any notification for successful submission of form and amount get debited from my account through online. Then website started showing problem.

Then, next day i made manual payment through challan in bank and i filled the form. Now its showing "waiting for bank conformation".

Today, after 4 days of online payment i got a notice that "online payment is successful".

Please kindly suggest me that how can i get refund of one of payment.
