Between Yamaha R15 version 2 and FZ16, definitely R15 is better , infact version 2 is very good. If money is no issue then go for R15 version 2 without second thought.
However, if you can wait then wait for Pulsar 200NS , its definitely a good bike, its based on KTM Duke 200 frame so it comes with very good handling and sporty feel, however, Bajaj has changed its engine (rather say tweaked) to suit Indian condition.
Yamaha R15 version 2 is best 150 cc bike in India.
