I have small issue due to address details was mentioned wrongly. so I got the show cause notice.
Now I can cancel the passport and reapply. other wise I can go to RPO office and pay the fine.
If I will pay the money when I will get passport. or
is there any possible ways to get passport.

What do you mean by saying that you since you have received "Show cause notice (SCN)" for passport, now you can apply for new passport "?
I don't think you can do that.. moreover , If you have received SCN for passport application then always get it fixed first. Visit RPO with proper explanation and citation for mistake in address. And its advised to continue with current application instead of going for new.
