BSNL not working..Some sites are not opening on bsnl broadband

From many hours I am not able to open many sites . some are opening but some are not. eTI is also not opening I opened it using webproxy. Is it my connection problem or eTI server is down ?

Sometimes, BSNL servers are down.

It may be due to outage of one or two international bandwidth which may have cause some sites not working ..
