I love a girl but seldom she calls me brother..how to melt her heart

I met a girl in my English classes where we both learn English. we often discuss in English in class. and after talking her to 20-30 days one day i realized that i fell in love with her. she is beautiful but i like her about that the way she talk, her smile, her simplicity. she is shy & a reserve Indian girl. But i am not a good looking guy and other buy also roam around her which i don't like. whenever she talks me i make her laugh. i know her about 4 months. I also think that she is not interested in any kind of relationship.Sometime she also calls me brother.
But i am very confused about that should i tell her that i love you or i should first make her best friend and then tell my feeling because right now i think she is not interested in me.
Please advise me how to melt her heart so that she will also fell in love with me.
