If you want to block promotional calls then register your number for DND. Every telecom provider provide method to activate DND ie. Do Not Disturb service. You can even call their customer care and ask them to activate for you.
And if you want to block calls from some particular number or person who is disturbing you then there are many application and software available for Android as well as for IOS etc. You can use any of them.
