Who is responsible? What can be done

Muncipal counsil have neglected since long to the residents. Construction of new houses , renovations alterations, additions, convertions took on large scale due to Govt policies. The residents constructing the house dumped the residuals & extra material on the road side & not bothered to remove. The roads were later constructed by the local body converted to cement roads. The height increased with every constuction from 1 to to 3 feets in last 1-15 years, everywhere in town . The roads are above the plot ground level. All houses now deeper than road.
If houses are to be reconstructed need to dismantle.
No planning/non engineering methods have spoiled the properties of crores of a common resident.Who will make the loss good , and how?
