Traffic in N. Indian cities

North Indian city roads are not very bad. But the traffic is so bad. It is a problem of management. For example, there are junctions where traffic lights are in place. But no one is following. I am writing about Allahabad. Even if you try to follow the policeman would ask you to ignore the signal. Can you believe this?

Cars with no taxi permit wait at prominent places of the town and no action is taken. RTO is so inefficient. Genuine customers can not get work done easily. No awareness is given to people also. All kinds of malpractice is happening through agents. Who will do some thing about it. Will Rahul Gandhi do some thing on this front. Is he aware?
