Qualcomm, the R&D company on wireless and telecom research and the inventor of CDMAone (IS-95), CDMA 2000, and CDMA 1xEV-DO, which are wireless cellular standards used for communications and who also owns significant number of key patents on the widely adopted 3G technology, W-CDMA is now working on cheap 3G handsets. Most probably under Rs. 10000 band which can handle high speed 3G data.

It is known that India is soon going to have a vast 3G network and is expected to be one of the biggest 3G consumer base in world. Hence the plans of Qualcomm are to harness this new world . The news are that later on company will work on rather cheaper ie. under Rs. 4000 phones.
