I am working in a training institute and willing to create a technical blog for the students.unfortunately there is no enough funds for implementing it

can anyone guide /suggest a software by which i can create a blog my self

the institution is having a server 2003 win LAN

If server 2003 is running WEB SERVER and MSSQL server then you can install Blogging software like wordpress.

Its easy to install and details are given their site. But you should have some knowledge of Microsoft IIS server ie. web server management. Rest you can get in details about installation of wordpress on its site.
