HI.. in this price range you have plenty of options. You can go for HTC desire SV with 4.3 touch and 8MP camera even Galaxy s2 which is now available for RS. 25K.
But I think if you go for powerful phone, it will have bad battery, so go for some which is not over powered and has big battery. Then I think Samsung Galaxy S duos will be best with following features..
