Fraud in the registration of PAN CARD by a stock excange company broker?

Hi, i just completed my graduation and after then i got my appointment in an well settled software organization. The date of joining is just a month later and still i don't have my pan card in hand which they insisted me to bring.

I gave 100 rupees to a broker in which he said 97 is the fee for pan card and 100 will be the extra charge in which pan card will be available in my hand in 15 days.

but now when i went to complaint he said there was an server error while registering my pan card and it will take a month more. What should i do please suggest.
