TERRORISM & INDIA- Suggestions to counter/fight Terrorism

In my opinion we should, follow few under written ways to solve our problems from Terrorism.
We in india are made to bear terrorism,
1. because our Govt. doesnt have a special ministry only to deal with this & which could be made accountable & answerable to the nation.
Special budget to by the amunition & machineries only to deal with terrorism
2.Also we are too slow to punish the culprits even though they admit there crime.
3.Punisment to the culprits should be open , harsh & historic, so that it deters the other terrorists who are even dreaming of committing any such act again.
4.Our security agencies should use more sniffer dogs & robots to catch the culprits with bombs or any ammunition on their body , like suicide bombers.
5. More Cameras & more alert guards to watch those cameras.& criminals.
6.TV channels not to brag about the intelligence agencies line of investigations as it alerts even the criminals.
SOME BODY PLEASE MAKE IT REACH THE HIGHER AUTORITIES TO THINK OVER THESE WAYS
