help in RTI -Maharashtra Kalayan Municipal Corporation (KDMC)

i stay in kalyan (district thane....maharashtra) and had worked on deputation in the health department of kalyan municipal corporation (KDMC) during the period 1983 to 1987..i had retired from government service in 2002..the municipal corporation of kalyan seems to have misplaced some account vouchers pertaining to my period .hence i have not received my pension and retirement benefits for the last 7 years. they are stonewalling all my efforts..the Directorate of health services Maharashtra says that inputs from KDMC is necessary to finalise my pension..i am at a loss as to how to get my rightful benefits.....kindly help
