It makes no sense.
Secondly, we live in the age of multi-tabbed browsing and Broadband Internet, I would like to reply as fast as possible.

This thing is discouraging me to make replies, as we have to wait after each and every post.

This limitation was enforced to make sure that spammers just make automated 2-3 posts in at once and then never get back. It may logically look impractical but for bots it makes it harder.

However, I will do something about it so that legitimate users wont face any problem.

How about cutting it down to about 5 Sec?
Good at deterring spammers and keeping us people happy!
