Now there are so many options available to buy 3G phone for 12K to 15K . You can buy nokia express music 5800 for this budget which is quite popular phone. Even N79 comes in this budget. Samsung Star 3G is also available just for Rs. 10k.
Tell me your preference ie. what kind of phone you prefer, then I may suggest you better.
