There is a lot to improve our seves in our country, be it human develpment index, literacy, Per capita income and a score of other things.As of now the real issue may be security of a common man.Is it possible to have a good security system operate with this kind of police personals and the volume of people .

i don't think the government is interested. Even if it is, won't be able to do much! All of us are at the mercy of powers that be!!!
In India the Laws are designed in such a way that, the most stringent laws also has some loop holes for the culprits to escape. More over if we move to the court for justice the case is being dragged on for several years. Thats why no one approached the court so easily.
I agree to SKmanoj to some extent but according to main reason for people not approaching court is lack of awareness !!
The security of common is still a question mark before government.. also nothing has been done by any government..take an example of current situation of swine flue.. what is govt doing to avoid it to spread.. also there is still lack of facilities in govt hospitals..
