Both the companies are better in their own respect i think the one which you found under your budget will be the right option to go with.
As Anand Mohan suggested, go for a printer that is within your budget. I'll just like to add one more point. Inkjets are cheaper than laser printers, but as you have a cyber cafe and most of the times printing will be needed, and that too black & white. So go for laser printer as it will prove to be lower cost of ownership device.
With inkjet printers you'll have a regular expense on cartridges, while with laser printers you'll have a much greater expense at time of maintenance and drum change. It depends on your calculation and usage which type of printer suits you best and turns out to be economical as well as rugged for usage in a cyber cafe environment.
You should consider laser printers from HP Laserjet pro series or Canon LBP series, either single function or all-in-one type. Will be helpful as Laser printer will be good choice in case of cost per page.
