Hi there,
I think you can do following things to fix issue.
1. First check whether you have 3G signals available or not, is it that your data card is connect to 2G network ?
2. If its 3G signals, are they strong enough ie. atleast 2 bars (3 or more are preferred).
3. Do you get slow speed all the time or its on particular time of the day ?
4. Make sure you have not crossed your data limit / FUP.
And in last, ask the guy who sold you this connection to solve your problem, ask him to give you demo at home where have problem.
