Close passport application online- Want to evade pentalty charges imposed for false i

I applied for new passport, do to some reason i was hiding some information from that application. But later i clear everything and then police verification was not cleared for my application. I visited Passport office and they said we need to close this application ad some penalty amount i have to pay.

There were 3 point behind this so they said i have to 2500 for each reason. so in total 7500 is the penalty amount.

Why it is based on these points , why it can not fixed as closing fee.

is it possible to close the application online by paying the amount online.

please give some suggestion.

Well, I am not sure about penalty. I will ask some guys who have experience with this and will try to let you know.
