I don't think you can use DATA card as Wifi device. May be I don't understand your question, please correct me if i am wrong.
i think you can use a bluetooth connection for making a network to internet. This need a data card with ipv6 connectivity. Moreover it will be good only for two or 3 pc.create a Virtual PAN
