Complain about Illegal Balance Deduction of State Bank of Bikaner

I want to complain against the State Bank of Bikaner & Jaipur about my illegal balance deduction. I have deposited a RBI cheque for Rs. 25,000 in my account 8/7/2011. Money should have been credited by 11/7/2011 but Bank declined stating that cheque was not credited. When i saw passbook entries bank deducted Rs. 75/- stating cheque returned charges which is wrong since it is the fault of bank and not mine.so, why should I be penalized for someone mistake. Plz suggest wat steps i can take against it ?
