New Investigative agency to fight Terror- will it help

The government of India wants to create another agency to investigate terrorist attacks but what about the existing ones like CBI which is already the nodal agency for interpol. Having a multiplicity of tooth-less tigers will not solve the problem. Instead if there is no political interference, clear cut executive powers, no favouratism in appointments and postings as well as seriousness towards proactive intelligence gathering -- any agency- even the state police anti-terror squads should be effective.
