Torrent Power- Complaint against Bill and misbehaving in Agra?

Hi, it is now approx 4 years since when torrent came in agra and took over the charge of electricity. We all were happy and thinking that now after privatization we will receive some more benefit like 24 hours electricity and it will help in changing the carved figure of Agra.

But nothing happened till yet as per the promise? Recently, i have a bill of Rs 5,000 and due to some reason i was unable to fill it up because i was out of station for a while. They entered in my house and start shouting on my collegues whom i request to stay for two night.

I mean that this is simply ridiculous. Can anybody help me by letting me file a legal complaint against these company employess. Please help.
