Transfer of Domestic Gas connection from Fathers name to sons name

My father had gas connection in his name. He expired long back . My mother had gas connection in her name also. She is staying with me. The mothers name connection is used by my elder brother who is staying sepratly. The Fathers name connection is used by me. Now I have to change my fathers connection to my name, because my mother has already a connection in her name. Is it possible to change the name. We are 2 son who is local and staying in seperate home & areas. Please clarify URGENTLY
1) Weather the connection in my fathers name can be legaly retined by me?
2) Weather same can be transfered to my name if mother gives NOC.
