How to cancel passport application to apply from new address

Hi .
It is not for me . for my friend.
His father is in Indian Army.They were shifted for place to place . Currently posted in Assam. He applied there thinking as his father is in Army they will consider. He went on appointed date , they start the process, at second step they stopped. And ask him for Proof of present Address for more than one Year. They gave him another date. He not went on that date. Now he was one more date left.
As he do not have proof for more than one year In Assam. So he Wanted to apply from Pune A fresh application .As he will complete one year in Pune. He live in Pune on rent . His parent are in Assam.
So how can he cancel that application at Assam.
how can he apply new fresh application from Pune.

Simplest way is to go on third appointment with closure application and give them proper reason ie. the actual reason, hopefully they will allow you to close this application so that you can apply new one.

Application can be simple that you want to close this application of passport due to address issues and willing to apply from hometown etc.
