India largest arms importer in the world but still 22 chopper for uttarakhand rescue?

As per the reports, India is the largest arms importer in the world according to an aritcle on wikepedia i came to know that india is the largest importer of arms since 2000. If the figures are correct then i feel it's a Surprising to see for government that they only manages 22 choppers for Uttarakhand flood rescue. Now, that is called potlitics.

I think it is a shame? What you all guys think this how indian system works?

I think there were more than 40+ choppers but no issue i also think that yes after being the largest arms importer in the world for more than 10 years they must have enough to carry protect such disasters.
