To discuss this issue we must first analyse the possible causes which urge people to give and take bribe. Apart from the never ending human desires there are several other factors which need to be considered. some of the key factors being-
# Relatively low salaries of guardian and custodians of law. During the Administrative services is one of the highest paid services in the world excluding countries like India.
# Government servants because of surety of permanent job become lazy and caless towards their duty and timely completion of work.
# Long time consuming legal formalities, where everyone is in a hurry and thus is ready to pay any amount to get his work done first.
# Lack of single window clearance in all sectors.
