Are Hookah Bar legal in India - Is it legal to run Hukah bar in Restaurant ?

Hi friends, I have a serious question and I am not able to find any solid information about it. I have seen that many places like Delhi and nearby area, we have so many Hukah bar where people are smoking in group and in style. They are generally restaurant and providing facility of Hukah.

The old comes back and that is fashion now. Youngsters are increasingly joining this new fashion. I want to know because its a way to smoke, its addiction , are they legal in India. Do they need to take special permission to open hukka bar or one can operate Hukah bar without any license or permission ?
