Need Cheap traffic shaping and traffic controlling hardware router

I am great need of a device which can help me to control internet speed used by my users in my school because some boys are using all internet speed and others are complaining about slow speed. I need to find one in India because on internet searching I found all for other countries.

There is one from TP link TL-MR3420 , its I guess one of the cheapest with hardware based bandwidth controlling, it costs around Rs.5100 and must be most suitable solution in your case.
