Educational Loan for MBBS for Study in Ukraine Crimea and odessa unversity

Hi

I need to know details how to get educational loan from nationalised bank for MBBS outside India in Ukraine . I need this information for a person I know. Banks said that MBBS from Ukraine either from Crimea university or any other like Odessa university is not valid in India so that they can't give loan for it. But MBBS from USA, UK and Germany is covered under educational loan. But I think it will be very costly to study in UK and America because they are costly country. So which bank can give us loan for study MBBS in Ukraine and Russia ?
