Error BM-CPE-35 on Google Play Store - using HDFC debit card

Yesterday I asked about question to get a gift card but they are starting from Rs. 750 so I don't need them and so I decided to use my HDFC debit visa card with play store but it resulted in error.

I got error saying :

Now thats stupid, I searched and found many people are facing this issue. What is the purpose of service if you can't use it when you need it ?

Btw, this card is working fine everywhere else, even on international websites as its international card.

Have you tried it form your PC ?

Also make sure your that your name on card and your name on Google account are same. I have seen this issue asked in past and was due to difference in credentials.
