Good digital camera under the budget of Rs. 15,000

Hello guys,
want to buy a new digi cam max worth of 15k here are the requirements:-

1. High optical zoom
2. FHD recording function
and moreover I don't know much more about the cameras. So, please suggest me the best and under my budget.
