Ya it does work in roaming too , if you have bsnl network available in roaming area then I think there are no charges for data roaming.

Roaming charges apply to usual plans - both prepaid and postpaid plans. However, there are so mobile phone monthly plans that give you free incoming calls while travelling in a different state. However, such plans are costly too.
