    Delhi has more than 500,000 cycle rickshaws, which is thus, obviously, the current size of the market. But the government has decided that the people don't need so many of them, and has fixed a limit of 99,000 licenses (of which less than 75,000 have been given out).

    This makes more than 80 per cent of Delhi's cycle rickshaws illegal. This government created illegality exposes the pullers to constant harassment and extortion. One study suggests that on average a bribe of Rs 200 per month is paid by each cycle rickshaw puller. That makes the total amount stolen by the municipal and police officers at Rs. 80 million a month!

    Why why they run the country so foolishly and why there is no reform committee which fix the weak link of government system.

    This is just one example, india got so many such cases!

    This has nothing to do with Politics though you have raised a very good issue, they have also limited license to AutoRikshaw too. Delhi Govt wants to completely remove Cycle Riksha pullars but it is not possible so they have limited number of license.

    But problem is with system, this issue should be presented to authority and ask them to give their views upon it.

    In a free market, 500,000 cycle riskshaw are in demand and so they are serving that demand.

    System and politics are connected. Current system standing with so many flaws, so many easily correctable flaws but politics of politician are obstacles for a progressive change !

    For example, Corruption issue is vital for india but Lokpal is getting no where, parliament can't seem to create effective solution for corruption. Not cause they are brainless politician in parliament, they are intellectuals since they got into parliament somehow but they busy with their politics that they can't seem to agree upon something constructive for country to move toward progress as fast as it can. And All those politician represent the system and their politics is sub-product of the system.

    Politics is an outcome of the system and it manipulates system as well. Thus politics is integrated part of system.

    If you talk about Lokpal, they will never pass it , neither current Govt. nor any future, because if they pass it, almost half of them or even more will have to face legal actions. So, either elect people those are really clean or just forget about LokPal.

    System is flawed thats true but how to correct it ?
    Isn't it our duty ?

    Our duty, sure it is democracy and so we vote from available options to select a public representative. But then its a parliament democracy.

    Existing system is reality and we got to live with it. And hope for better job from authority. Revolution (i know aint gonna happen). Cheers
