Name the country which produces and consumes the most tobacco in the world?

Hi, while relaxing in the middle of my office launch i saw few people smoking and suddenly a question came in my mind that which country consumes or manufacturers tobacco in the world. And if we know that country why government cant take any legal action to stop this? Please answer
