You know, school serves as our starting point to understand society, to know how to deal with strangers but above all its our source to get education and become capable of coming challenges in life. So, my first and honest answer will be that make friends, girls can be friends also but never go for crush or love thing at this stage.

On the other hand,
If you want short and direct answer, then do not be shy. Thats it.

And the long version :
Go and talk to the girl, simply make her a friend, share notes with her and do not propose her right away, it should be gradual. And do not be shy at all, otherwise you will regret it. Simply start with saying Hi to her daily then finding way to initiate talk with her and after few days you will automatically know that its time to ask her out.
