Generally a passport application is valid for the span of one year. Since your application was rejected as police verification failed, I suggest you to file a closure application and apply for fresh one . When applying for new one, do include your closure documents. You need to visit your PSK and ask them how to close my application, it is as simple as giving written request with valid reason.
