Procedure for cancel my kid's previous passport application

Hi,
I have applied for my kid's passport in Jan'16 at Vishakapatnam and it was not issued because of few reasons.
After that i came to Bangalore and here i applied on yesterday (7/5/16) they said every thing ok.But your previous application was not yet closed.
So,first you goto RPO,Bng and request them to close old application.After that application closed it will be processed immediately.
My doubt is to give a request letter to close old passport application also my son (1 and 1/2 years) is required?
Am i need to go with my kid or may i submit?
