Can't get rid of cloudy windsheild on my Honda City - how to fix ?

The issue I am facing is purely when it rains or early in the morning when the dew needs to be wiped off the windscreen. Wiper blades are new & smooth on the surface, but there is either a really old coat of road film/oil film/staining of the windscreen which makes it extremely hard to see through the glass at such times. Otherwise, when the sun is out and the wipers are not running, no issues what so ever.
    What all have I tried?

    - Toothpaste scrub
    - Hot water scrub
    - IPA cleaning
    - Glass scrub with a deep cleaning glass liquid

    Results

Pretty much, Just marginal improvements for a while and then we are back to square one.
My question is, What can be done for something like this other than replacing the windscreen (which is an expensive affair here even with windshield cover with the insurance)

    Any suggestions please?

    Steps to Remove the Haze:

    1. Spray a light coat of glass cleaner on the window.
    2. Wait several minutes for the cleaner to work on the grime, but not so long that the cleaner begins to dry.
    3. Wipe the surface with a microfiber towel.
    4. Repeat 1-2 times, using a clean cloth each time.
    5. Buff dry with another clean microfiber towel.
    6. Repeat on all glass surfaces, inside and out.
    7. Finish by wiping the windshield wipers with the cleaner to prevent them from spreading dirt and grime back over the windshield.

    Additional Tips and Advice

    1. Be sure the microfiber towels you use are free of lint and/or detergents. Either one may cause streaking.
    2. For best results, try to not work in direct sunlight.

I hope by this method you can get rid of the cloudy windshield.

I must add one more important thing here, sometimes in Rainy season, your car absorbs so much moisture that soon as you starts driving or people are inside, the moisture starts showing up everywhere due to change in temperature inside car and since most of the time in rains, we are driving with all windows glass closed, there is no way for it to escape.

My advice is that on some sunny day when there is no cloud, get your car in sun with all doors opened, let it try for a while, if you can use some heat blower then will be even better. I am sure, it will make difference.
