I have been through this problem from long and I often face it. I complained to BSNL guys and they say that my house is very far from exchange and I broadband is not supposed to work in my area but now its been 3 years since I am using BSNL broadband.

To solve your problem.. first of all replace your full wire from home to the telephone pole and makes sure there is no joint. And also don't use wall jacks for telephone wiring, instead directly connect your wire to mode ie. through splitter.

Secondly, if joint on pole is open ie. not in box then simply cut and make new fresh joint and then don't tape it.. but rather cover it with polybag or something in a way that it works as protector from Rain.. but no taping as it will worsen your problem in humid days and rainy days..
