hmm I far as I know Airtel , MTNL and Tata Indicom started this 1Paisa /pulse scheme and this is available in all over the country...

ya 1p per second has been also started by reliance. and also a new scheme has been launched by reliance that is 1rs/3 min and this scheme has been started by reliance on 4 november 2009.
