Yes it is true. Becas the ignition caused inside the engine using the air , fuel mixture gets exact combustion during minimum heat level rather than a cold situation.
So this increases the performance of the engine a little.
When you actually watch a bike race, the racers first take up the warmup round trip on the track to get the sufficient heat .
But there wont be any significant difference for the short distance users who are going to drive within the speed limits ( 50 KMPH ), becas they are not going to race with anyone while going to office

Yes, but at the cost of burning more fuel which costs more money and emits more carbon into environment. If the weather is cold enough, as in winter, then it would still be wise to warm up the engine, until the engine thermometer indicates the minimum normal temprature, even for driving a short distance, in order to avoid the engine stalling due to cold.

I usually prefer heating up engine for 1 minute at max but here are guys who love there vehicle so much that they end up running engine for 10 minute before actually driving it.
